Numbers 35:15

For the sons of Israel, and for the stranger and for the sojourner among them, these six cities shall be for refuge, that everyone who kills any person unwittingly may flee there.

These six cities shall be a refuge, both for the children of Israel, and for the stranger, and for the sojourner among them: that every one that killeth any person unawares may flee thither.

14Ye shall give three cities beyond the Jordan, and three cities ye shall give in the land of Canaan. They shall be cities of refuge.

16But if he smote him with an instrument of iron, so that he died, he is a murderer. The murderer shall surely be put to death.
