Slack in Deuteronomy

Deuteronomy 7:10And repayeth them that hate him to their face, to destroy them: he will not be slack to him that hateth him, he will repay him to his face.
Deuteronomy 23:21When thou shalt vow a vow unto the LORD thy God, thou shalt not slack to pay it: for the LORD thy God will surely require it of thee; and it would be sin in thee.
