But the man that shall be unclean, and shall not purify himself, that soul shall be cut off from among the congregation, because he hath defiled the sanctuary of the LORD: the water of separation hath not been sprinkled upon him; he is unclean.

In Context

19The man who is clean is to sprinkle you both on the third day and on the seventh day. After you are purified on the seventh day, you must wash your clothes and yourself in water, and that evening you'll be clean.

21This is a permanent rule for everyone. The man who sprinkles the water of purification must wash his clothes, and anyone who touches the water of purification will be unclean until the evening.
