As for the people, he moved into the cities throughout the whole territory of Egypt

And as for the people, he removed them to cities from one end of the borders of Egypt even to the other end thereof.

20So Joseph bought all the land of Egypt for Pharaoh; because every Egyptian sold his field, because the famine was severe upon them. So the land became Pharaoh’s.

22Only the land of the priests he did not buy, because the priests had a definite allowance from Pharaoh, and ate their portion which Pharaoh gave them. Hence they did not sell their land.
