Deuteronomy 15:11

For the poor will not cease (to be) in the midst of thy land; therefore I command thee, saying, Thou shalt verily open thy hand to thy brother, to thy afflicted, and to thy poor in thy land.

For the poor shall never cease out of the land: therefore I command thee, saying, Thou shalt open thine hand wide unto thy brother, to thy poor, and to thy needy, in thy land.
