Deuteronomy 21:3

וְהָיָה הָעִיר הַקְּרֹבָה אֶל ־ הֶחָלָל וְלָֽקְחוּ זִקְנֵי הָעִיר הַהִוא עֶגְלַת בָּקָר אֲשֶׁר לֹֽא ־ עֻבַּד בָּהּ אֲשֶׁר לֹא ־ מָשְׁכָה בְּעֹֽל ׃
