נֵר יְהוָה נִשְׁמַת אָדָם חֹפֵשׂ כָּל ־ חַדְרֵי ־ בָֽטֶן ׃

26 A wise king scattereth the wicked, and bringeth the wheel over them. See here, 1. What is the business of magistrates. They are to be a terror to evil-doers.
