సేనాధిపతులు ప్రజలతో మాట్లాడడం అయిపోయిన తరువాత ప్రజలను నడిపించడానికి నాయకులను నియమించాలి.

8సేనాధిపతులు ప్రజలతో ఇంకా ఇలా చెప్పాలి. ‘ఎవడైనా భయపడుతూ ఆందోళనలో ఉన్నాడా? అలాంటివాడు తన ఇంటికి తిరిగి వెళ్ళొచ్చు. అతడి భయం, ఆందోళనల వల్ల అతని సోదరుల గుండెలు కూడా అధైర్యానికి లోను కావచ్చు.’

10యుద్ధం చేయడానికి ఏదైనా ఒక పట్టణం సమీపించేటప్పుడు శాంతి కోసం రాయబారం పంపాలి.
