Deuteronomy 33:21

And he provided the reshit for himself, 1 when the chelkat mechokek (lawgiverʼs chelek) was assigned. 1 When the Rashei Am came, 1 he executed the Tzidkat Hashem, 1 and His mishpatim with Yisroel. 1
