Zechariah 10:3

Mine anger was kindled against the ro'im (shepherds), 1 and I punished the attudim (he-goats, leaders); 1 for Hashem Tzva'os hath visited His eder (flock), 1 Bais Yehudah, 1 and hath made them like His majestic war horse. 1
