Deuteronomy 28:44

They will have money to lend to you, but you will not have any money to lend to them. They will be superior [IDM] to you, and you will be inferior to them [IDM].

He shall lend to thee, and thou shalt not lend to him: he shall be the head, and thou shalt be the tail.
